Since China's reform and opening-up, the social transformation has brought enormous changes in the economic forms and ways of thinking and ideology. Moral education in universities and colleges has been faced with more severe challenges and new problems in the age, therefore, moral education must constantly reform and transform itself to adapt to new changes. The paper, under the direction of dialectical materialism and historical materialism and by applying the theories from philosophy, sociology and economics and other disciplines, analyzes its development process in social transformations and investigates into the innate relationship between the changing of value concepts and moral education in universities and colleges. The methodology includes historical research, literature review, interviews, and individual investigations. The object is moral education in certain periods in universities and colleges. In light of historical experience from moral education during social changes and through the analysis of related cases of moral education in universities and colleges, the paper tries to seek the appropriate position for moral education in universities and colleges during the social transformations so as to push forward the development of moral education in higher education and reconstruct new morality orders in the society. Market economy, globalization, internet etc and all-round higher education reforms are complicated environments for moral education, which is inadaptable to the development of the society etc. The old moral issues have not been completely solved, while there constantly appear new problems that include quality education, psychological health education of university students, honesty education and internet related education. And it has got horizontal developments in reforms. The third chapter from the micro-perspective of two basic factors in moral education structure: the purpose and the functions of moral education, points out that proper functions of moral education can help identify the purpose of moral education, and in the meantime, reasonable purpose of moral education will constrain the appropriate performance of its functions. The paper interprets the purpose and...
