Canada is the first country in the world to have a policy of multiculturalism at the federal level. In 1971, Prime Minister Pierre Trudeau presented the nation with a new policy entitled "Bilingualism within a Multicultural Framework". It is the first official acknowledgement of the reality of pluralism in Canadian society. Then the multiculturalism legislation was enacted federally in 1988. Multicultural programs exposed Canadians to different cultures, and focused on supporting programs for the maintenance of cultures and languages of ethnocultural minority groups. The federal and the provincial government develop a lot of programs and curricula for carrying out the multiculturalism. This research includes three topics, which are curriculum development, language in Native education and native teacher education. The preface introduces the cause and the meaning of choosing this question, and the basic concepts.Chapter 1 describes the history of Canada, and makes analysis of the ethnic policy.Chapter 2 can be divided into three parts. They are the education system of Canada, the learning materials and the curriculum development and organization.Chapter 3 introduces the language learning of native students, and makes comments on the immersion policy, modification of the immersion policy and native as a second language programs.Chapter 4 talks about the three dimensional teacher profile and takes Mt.Currie Native Teacher Education Program for example. The last chapter presents the evaluation and makes a conclusion that we should learn from the experience of Canadian minority education.
