Since the beginning of the 21st century, with the rapid development of science and technology and the emergence of a knowledge-based economy, the comprehensive national strength and the national competitive power depend more and more on the quality of human resources and the rationality of personnel structure. No matter which country is concerned, a "workforce" with good professional quality is strong strength for modernization. Vocational education, as an important feeder of the labor market, have changed historically both in its status and role. It is not only an essential requirement of economic globalization but also an international trend of education development to attach great importance to the development of vocational education.Governments' effective supports are indispensable to the development of vocational education. It is indisputable that governments' behaviors have played an important role in the development of vocational education in history. However, according to the development of vocational education in our country, the governments at all levels have not come into effect, some of which cannot do well and some others do nothing. It is very urgent for all the governments to work effectively according to the developing laws of vocational education.Under the guidance of the basic theories of education, economics and sociology, this paper explains the important role of governments' behaviors in vocational education development firstly. And then by an analysis of Suqian local government' s former behavior in vocational education development, the author puts forward some targeted countermeasures and suggestions for the local government to promote the future development of vocational education in Suqian effectively, taking the achievements and problems of the regional vocational education and economic development into account. It is hoped that these suggestions can provide some references both in theory and practice for all the local governments of our country so that they can regulate and control regional vocational education effectively.
