Research On The Role Of Government In The Development Of Local Vocational Education

Since the 18 th National Congress of the Communist Party of China,China's modern vocational education system has become more and more perfect.From the central to the local,from school to society,vocational education reform has gradually become one of the key areas of education reform in China.The so-called local vocational education refers to vocational education in an administrative region.In this paper,it mainly refers to vocational education in the administrative areas below the county level in China.For a long time,the leading role in the development of government vocational education has been deeply rooted in the hearts of the people.However,in terms of local vocational education,local vocational education is closely related to the market.While the role of the government is concerned,market forces can also be used to promote development.However,as China's market economic system reform is still in the stage of continuous development and improvement,market forces alone will not only solve the problem of the supply of vocational education,but will also bring chaos and disorder to the development of vocational education.Therefore,in order to achieve the healthy development of local vocational education,we must give full play to the power of multi-subjects on the basis of adhering to the government's leadership,and fully stimulate the enthusiasm and initiative of industry enterprises to participate in vocational education.Among the many factors that affect the development of local vocational education,the role of the government is at the core.The government plays a role in promoting the development of vocational education,including policy makers,coordinators,promoters of institutional and institutional innovation,and supervisors.These roles require policies to flexibly use economic and administrative means to ensure the orderly and efficient development of local vocational education.As a typical developing local city,Qingyuan City has done a lot of work in promoting the development of local vocational education in recent years,focusing on the development orientation of the city,and fully exerting the local government to promote the development of vocational education.The leading role in the process has initially established a modern vocational education system with the provincial vocational and technical education demonstration base in Guangdong as the leading,coordinated development of middle and high vocational education and applied undergraduate education.However,due to the unclear positioning of the nature of local vocational education and the unsmooth internal management system of the government,the government has obvious problems of “missing”,“missing” and“offside” in the process of exerting its role.To clarify the root causes of these problems has important implications for Qingyuan City to improve the government's public education governance functions.The public welfare of vocational education is based on the theoretical basis,revealing the mechanism of local government's comprehensive use of various governance tools to promote the development of vocational education,and is a realistic requirement to break through the bottleneck of the current development of vocational education in Qingyuan City.This paper will sort out the status quo of the role of government in the development of local vocational education in China.Taking Qingyuan City as an example,it reveals the problems and causes of local governments in promoting the development of vocational education.Subsequently,through the summary of the experience of foreign local governments in promoting the development of local vocational education,combined with the actual situation of Qingyuan City,a feasible solution strategy was proposed to enhance the effectiveness of local government in promoting the development of vocational education.
