With the rapid expansion of higher education, colleges and universities are faced with a major issue which is the awareness of improving the teaching quality to enable the coordination of scale and quality. From the training process of colleges and universities, class teaching is the core of the whole process. One of the hot and core while very meaningful issue in the teaching quality management reform is to research and improve the quality of classroom teaching assessment system. Through documents analyzing, advice consulting, improved level analyzing, education statistics and so on, following the general law of education assessment and combining the actual higher education, based on such main factors as teachers and students which influence the quality of classroom teaching, this essay established main character of the students evaluation, expert evaluation, management evaluation. Through consulting experts, it constructed of the evaluation index and weight and formed the class teaching quality assessment system. The research output was applied in certain university's class teaching assessment. As practice shows, this class teaching quality assessment system is more comprehensive and more scientific. It can reflect every aspect of a teacher's class teaching more accurately and has a strong feature of being more scientific, specific and feasible.
