With the fierce competition of the market economy, every field has realized the importance of talents more and more deeply, and thus, the competition for talents becomes the key factor. The reinforcement of the human resources management in universities and colleges plays an important role in configuring human resources, enlarging the power of the human resources development, digging out people's potential, activating people's enthusiasm and creativity, and enhancing the development of higher education.This paper, combining the facts of universities and colleges, adopts a way of theoretical research and demonstration analysis to discuss the characters of the human resources, the actuality and the problems in human resources management of the universities and colleges in Inner Mongolia. The first chapter is an introduction, in which the researching background, purpose and significance are discussed, and in which the researching contents, innovative points and researching methods are also pointed out by comparing with the theoretical related researching materials both home and abroad. In the second chapter, the present situation of human resources management of the universities and colleges China is illustrated. It mainly introduces China's history and present state in human resources, discusses the influence by the entrance of WTO, analyzes the factors, present state and existing problems of China's human resources management of the universities and colleges. The third chapter is an introduction to the present situation of human resources management of the universities and colleges in Inner Mongolia, which is an illustration of the local factors, introduction to universities and colleges, present state of human resources in Inner Mongolia, and which delves further into the problems existing in human resources management, advertising for talents, the control of flowing of trained personnel, personnel training, and assessment in universities and colleges in Inner Mongolia.
