With the constant development of the university constructions and the implementation of the higher education planning further, colleges and universities are urgent to need to develop the high-level teachers, high-quality managers and the efficient workers and service staff. Among them, the managers play an important part in the university construction and development, to some extent, staff quality, management level and work efficiency are very important to determine the development of the school. Strengthen the management of the performance assessment, improve the managers'quality, and arouse their enthusiasm to improve their efficiency further.And it is important for colleges and universities to develop.In the current personnel system reform of our Colleges and universities, the premise is to set status, the key lies in the employment, the means is distribution, and the assessment is the guarantee. Although the idea of reform and development is relatively clear, the modern human resources management tools and techniques are still relatively lacking. Especially with the continuous development of reform, demand the assessment indicators more and more normative and scientific.In the school, managers are a special group, because of the uncertainty and the complexity of their work, it makes it difficult to determine assessment criteria so that it is very difficult to deal with assessment work. This article analyzes and studies performance assessment of managers in the colleges and universities fully from the theory and the facts in the Qiqihar University. It involves the theoretical basis on performance assessment, the managers'quality requirements, current situation and assessment situation, present problems and relative causes, assessment indicator elements as well as the construction of index system.Then on these bases propose measures and suggestions that strengthen the management of performance assessment in the managers.
