Ice and snow sports had great progress in recent years with the rapid development of tourist industry in northern area. The success of 2009 World University Winter Games in Harbin promote the ice and snow sports in northern area. There is a good chance for the development of ice and snow sports ,but there are also some problems of development appeared. Particularly prominent projects is the snow and ice back-up personnel training issues. Lacking of reserve is a serious issue after 2006 Winter Olympic Games. It's very important to solve this problem. Harbin is not only the important base of reserve training in Heilongjiang province, but also the cradle of elite players of ice and snow sports. Harbin ice and snow sports reserve training is directly related to the development of snow sports in Heilongjiang Province. For this reason, I study the status of reserve training by Literature survey, questionnaire survey, expert interviews, and mathematical statistics. This Paper propose some solutions for the problems. I hope it is useful for the development of ice and snow sports and can provide a reference in making measures and policy.Based on the survery in Harbin ice and snow coaches, athletes and the using situation of equipments, the study found that the ice and snow coaches were in the prevalence of low education, research capacity and a weak sense of innonvation Uneven distribution of athletes projects, and fewer participants, venues and equipment shortages, has affected the development of the gome. These issues are the impact of reserve training in Harbin key issue. If we solving these problems in a right way. Harbin ice and snow reserve would have better and more prositive development.
