With the advent of the 21st century, the reform and development of higher education in China have come into a critical stage. The open door policy has widened our horizon about higher education. We have a better understanding of the importance of the staff system to the higher education development. It is vital for colleges and universities to build an excellent staff system with both ability and integrity, a good understanding of education, strong ability of management and efficiency and reasonable and stable structure. The staff system reform has put on trial in the higher education institutions in China. Therefore, it is urgent to re-examine the occupational characteristics and individual needs of the educational staff and create an incentive system to mobilize their work enthusiasm and initiative so that the excellent educational staff can come to the fore exerting their full wisdom and potential. Study on the incentive system of education staff has both theoretical contribution and practical implications. First, it can enrich the incentive theory of human resource. Second, it is also significant to improve the management and administration of higher education. Third, it can offer some suggestions to the implementation of the staff system reform in higher education.The paper is divided into five parts. The first part provides the background information, research purpose and significance, the research design and methods, and the definitions of universities, educational staff and the system of educational staff. The second part reviews the related theories about incentive system of educational staff and sets out a theoretical framework for the current study. The third part describes the establishment of the education staff system in the universities which has implemented the reform trial and identifies five problems in its incentive system. The fourth part briefly introduces the experiences of managing the education staff in four countries including Germany, France, Japan and the U.S. and then discusses the implications for China. The fifth part analyzes the needs of the education staff: the material incentive, the sense of belonging, sense of achievement, power and development. Based on their needs, four suggestions are proposed to improve the incentive system of education staff: to establish a scientific assessment and reward and punishment system, to draft an effective promotion system, to improve the wages and benefits insurance system, and to set up a professional training platform. The concluding remark summarizes and reiterates the major arguments.
