Since the 1990s,'governance' instead of 'domination' has become a mainstream idea in various countries of Western administrative reform,with the change of governments administrative concept of the original 'government' concept developed into a 'public management' philosophy,from the original simple government 'one dollar management' model,developed into a government-led by the government,market,social organizations to participate in the 'multiple management' model.In this new social management,social organizations as one of the important pole,irreplaceable significance,increasing people's attention.Social problems in China increasingly diverse and complex historical background,social management ability has become the focus of attention.At the same time as society 'multiple management' model of the rise of social organizations as an important subject of social management capacity,attracting everyone's attention.As a community social organizations and people's lives are closely linked to an important branch of social organization,its healthy development for enhancing the Chinese grass-roots social management capacity,improve people's living standards has important significance.Based on two-factor theory of motivation,by social organizations employees practitioners motivation research,and then put forward a sound recommendation social organizations staff incentive system designed to improve community social organization employee motivation and reduce staff turnover,enhance its for attracting foreign talent force,its lack of personnel to alleviate the shortcomings,which promote rapid and healthy development,thus contributing to enhance the management capacity of Chinese grassroots.Total full text is divided into six parts.The first part includes the contents of the paper background,significance,review,innovation and insufficient;the second part is to define the concept and theory;the third part is reduced research models and methods;The fourth part is the description and analysis of the case;the first five parts of our community social organization staff incentives problems;the sixth part of the community social organization employee incentive mechanism development proposals.
