Community Governance Research In Dalian

Since the mid-1980s,specially has entered in the 90s,along with our country Political and economic System restructuring further thorough,the unique status,the value and the function of the community in the reform and open policy and modernization process has revealed step by step;the topics of the community constructs,development and governance also were taken into account by authority and scholars day by day.And our country started to practice on the community construction in the late-1980s,it had already made some remarkable progresses in the short several years,particularly formed some urban community's,governance pattern that have own characteristic and the promoted value.However,the domestic and foreign scholars actually start to realize that the community governs did obviously not adapt to the community constructs,the research of the community governance often focus on the summary of experience,and there has not been a theory that can indicate the development tendency of future.At the same time,the pattern of community's governance stay in the category that the government's governance,which was opposite with the essence of "the community".Therefore,the research of the urban community's governance will have very important effete and the practice value to the future community construction.Dalian in the mid-90's entered,the economic construction rapidly development,the construction of the urban environment has also undergone a qualitative change.In recent years,community governance has been to explore and move forward.With the booming real estate industry,more and more foreign population inflexed,Aging across the country,as well as laid-off workers,low number of households so that the current members of the community to become more complexity than ever.Dalian,as has been referred to as the "Pearl of the North",To maintain a steady economic growth,people's lives to live and work to reduce the conflicts,the community can harness significant.At the same time,the sixth decade of our party in the Fourth Plenary Session put forward the concept of "harmonious society",further set forth requirements for community governance.In this paper,based on the theory of the development of community governance,community governance practice at home and abroad,such as the research literature,combine the achievements of community governance and the problems,the to explore a more systematic way on harmonious community for dalian city.
