Research On Urban Harmony Community Governs Through The Multi-central Order Orientation

Presently, our country modernization construction already entered the development opportunity and the social risk coexisting time. In this period, in order to coordinate various kind of non-harmonious factor in our country Economic and social development, the 4th Plenary Session of the 16th CPC Central Committee is made clear having brought forward the significant mission of structuring the harmonious society of socialism. Structuring harmonious society of socialism is a systematic engineering, the community is the cell and "miniature" of society, it will bear the history heavy responsibility of accelerate social development, reduce a social risk, promote the economic and social coordinated development. Therefore, the community construction becoming the foundation project structure of founding the harmonious society, only when the community is harmonious, society will be harmonious just now. So, we should take the establishing the harmonious community of socialism as the important point of penetration structuring harmonious society of socialism.The community is one kind of organization form of city grass-roots unit society. It is bringing the irreplaceable effect in the city social development. When the community construction getting enormous achievement, the community development and their effect still been restricted, the key of the matter is the community governs relativity lags behind the point. The innovation of the city community governs system is not only related the community construction and development can be proceed, but also be the key link being related to society beneficial development. So we should reform the city community governing system, ascertain community function allocation, rationalize community organization direction, transverse direction relation. It have important theory and practical or immediate significanceThis article based on the model of public management domain multi-central government theory foundation, combine with our country new change and new practice governing aspect at present in city community, reference the rational factor of abroad city community government, suggest that harmonious our country city community should adopt multi-central government pattern. At the same time, this article also submitted some tactics suggestion realizing this pattern. The innovation of this thesis is to take the polycentric governance as a model to govern our country's urban community. "Multi-centrsl" was first mentioned by the American scholar Michael Polanyi, and then Vincent Ostrom and Elinor Ostrom and other scholars proposed the theory of Multi-central Governance, and this has improved the Governance theory.There are mainly six parts in this thesis. Part one is to elaborate the relative issues of our country's urban community governance, including reasons, concept, target, view and innovation. Part two expounds the relevance concept. Part three is discussed the rationale and practice basis of multi-central governance. Part four is to analyze our country's urban community governing situation in this period, including achievements, problems and reasons. Part five is to give some suggestions. Part six have taken that the harmonious community of Cheng Dou City governs a pattern as example, have discussed the fundamental frame, achievement, existence deficiency and thinking getting that the Cheng Dou City community governs with to looking into the distance.
