Theory Research On The Operation Of Chinese Artistic Gymnastics Compctition During Transaction Period

At present,our country is at the key transformation stage from the traditional planed economic system to the socialist market-oriented economic system.The deepening of the socialist market-oriented economic system,the role change of the government and the reformation of the P.E.management system have confronted the operation of the competitive gymnastic sports events in our country with a new situation and a new social environment.The research of this paper is to provide a certain theoretical base and some reference methods for the future operation by an analysis of the current situation and some existing problems of its four parts,namely,the management system,the operational principles,the intermediary market,and the process of management in the big background of planed economy,the finding out of the changing reasons and situation of its four parts and the application of the project management theory to discuss the policies and methods of the four parts in the future operation of the competitive gymnastic sports events in our country as well.The research methods this paper adopted range from document survey,interviews of experts,formal analysis,canonical parse,benefit analysis,to diaehronie analysis. The main findings of this research:1.A generalization and conclusion are made concerning the traditional operation of the domestic competitive gymnastic sports events from the four perspectives of management system,management principles,intermediary market and management process,making surveys of the current problems and analyses of the merits and demerits. As to the management system,in the background of traditional planned economy,the operation of the competitive gymnastic sports events is completely under the control of the government.Its staff of management is mainly from the government departments and administrative departments;its theoretical base is administration management theories; operation mechanism is administrative mechanism;management methodology is administrative way and it is funded by the government.As to the management principles, it is focused on the pursuit of the competition benefit,the social benefit and the political benefit while neglect the economic benefit.It is strong characterized with administrative principles and lacks operational principles.At the same time,the sense of law,of risk control,of environment protection and humanities is very weak.As to the intermediary market and the intermediary institutions,they do not exist in the background of planed economic system.As to the process of management,it is focused on the management of the competition while neglect off-game and other management, such as service management,events supervision management,quality management,cost management and risk control.In addition,the assessment and the summarizing work of the whole operation process are neglected2.During the transformation stage,the management system of the operation of the competitive gymnastic sports events in our country changed.As to the management mechanism,the sense of market is strengthened by the events organizers.The events subjects and funding recourses begin to diversify and the market and other management ways are increasingly important.As to its principles,the project management principles, the market operation principles and the principle of pursuit of comprehensive benefits become to foreground.In addition,the sense of law,of cost control,of environment protection and of humanities becomes strengthened.As to the intermediary market,it is not so well developed viewed from the scale and numbers of intermediary institutions. However,they have begun to engage into the operation of the domestic competitive gymnastic sports events.As to the management process,advanced management principles and technologies have been introduced.Besides,more and more attention has been paid to the holistic management of the events,especially the service,the quality,the supervision and the assessment.Generally speaking,the application of the theories of project management has made the operation of the gymnastic sports events more and more scientific and systematic.3.Seen from a long run,as far as the management system is concerned,the government should not directly interfere with the management of the operation,that is, the role of the government should be changed,which is shifted to the macro-control of the policy of the operation of the competitive gymnastic sports events so as to speed up the reform of the management of the domestic gymnastic association and make it face the market,satisfy the need of the market-oriented economy and make use of the market to operate the competitive gymnastic sports events.As to the operational principles,the market-oriented operational principle should be strengthened,especially the sense of marketing.The organizers should make full use of the resources of the competitive gymnastics,that is,focus on the assessment of the comprehensive benefits of the sports events.As to the intermediary market,the positive side of the intermediary institutions should be valued and developed.The social resources and the competitive gymnastic resources should be integrated to an utter most so as to prompt the development of the operation of competitive gymnastic sports events.
