With the rapid development of information technology,the process of education information technology in all countries around world had been promoted gradually.So far from the end of the 20th century,successive U.S.governments have made many policies to promote the development of educational technology,and teacher information literacy is a key factor in its development,lt's a common sense in America's academic world that publishing information technology standards is helpful to enhance teachers' ability in information technology.Among the series of policies in the United States,the standards of the primary and secondary school teachers information technology education in 2000 is the most representative policy measure.The detailed and specific standards not only ensured teachers' Information Literacy Competency levels,but also divided teacher' training programs into four steps.Based on the analysis of standards and implementation of primary and secondary school teachers' information technology education in America,this paper compares Chinese policies with American policies in teachers' information technology education,hoping to provide some constructive ideas about teachers' information literacy education policy.The main thesis is divided into six sections:Section one:IntroductionThis section provides an overview of the topics of this article causes,research in China and abroad, research ideas and methods.Section two:the background of American standards for teachers technology educationSince 1990,the pace of information technology had speeded up in United States.Government published a series of educational information policies,switching the focus from hardware configuration to the integration of information technology and education.Teachers' ability of information technology is important in this change.Therefore,the U.S.government,research institutions and higher education departments are committed to improve the level of teachers' information ability. Section three:the 21st century United States teachers technology education standardsThis part mainly introduces the US teachers information technology standards.This part focuses on "United States information technology education standards for primary and secondary teacher" published by the Government in 2000.The "standard" not only requires teachers to carry out six regulations in information technology capabilities,but also divided the training course into four stages.After publishing the standards,education associations and civic education organization in all states of the country conducted an appropriate supplement to the "standard".This paper selects some representative regulations made by local educational organizations to make some statements.Section four:the feature of 21st century United States teacher technology education standardBased on above paper,this section makes qualitative analysis of the standards in United States and its implementation,trying to find out the interrelation between "standard" and policies,the value orientation in "standard",as well as the internal "standard" various provisions relations.At the same time,the author will analyze the government's and universities' projects to find out practical feasibility of the standards.Section five:the implementation of United States teacher technology education standard in the 21st centuryAfter publishing "standard",the Government and higher education institutions did their best to train pre-service and beginning teachers with information technology ability.In this section,we focus on the government PT3 project that supports the implementation of "standard".At the same time,this paper selects five training projects in American colleges and universities as cases to analyze.Section six:the inspiration from comparison between United States teacher technology education standards with ChinaFirstly,this paper introduces Chinese "primary and secondary school teachers of educational technology standards" briefly,and by comparing each standard-setting background,value orientation and contents,the paper points out the similarity and difference between two countries' standards.Secondly,this paper finds out the advantages and weakness of teachers information technology education in our country and provides some constructive views to the teacher information technology education reform.
