Research On The Autonomy Of Social Workers In Government Procurement Services

The level of autonomy of social workers in the professional service process affects the implementation of services.This article takes the "1+5" social work service project purchased by the W city government as an example.Under the guidance of the concept of autonomy,using the participation observation method and the in-depth interview method to explore the subjects that affect the autonomy of social workers at different stages of service,try to answer The specific impacts of different entities such as government,social work institutions,service targets,and community neighborhood committees on social worker service autonomy in the formulation of service plans,service activities,and social work assessments.This study finds that the government plays a decisive role in the autonomy of the project social workers in the preparation of the service plan stage.The impact of the service target is mainly reflected in the demand level.The social work organization restricts the autonomy of the project social work plan with its own resources and its own strength.In the specific service provision process,the service object determines the specific service content and method of the project social worker.The community neighborhood committee affects the social work service through the control of funds,venues and other resources.The management and support of the social work organization restricts the project social worker.The autonomy of service activities;in the final stage,the assessment criteria,assessment forms,and assessment results determined by different entities such as social workers,clients,third-party assessment agencies,community neighborhood committees,and governments affect the project social workers in the project plan and Autonomy in project execution.According to the research,the author puts forward the following suggestions to help strengthen the autonomy of the project social workers:clarify the rights and responsibilities of the government and social workers;strengthen the supervision and support of social workers in the social workers;and promote the diversification of the evaluation subjects and assessment forms;Enhance the professional awareness of the client’s work in social work;strengthen the professional learning and ability improvement of the project social worker,etc.
