It is unreplaceable and an important part in the life—long learning society.Firstly, the thesis analyses the social background of the construction of the learning oriented society and holds that the basic content of the learning oriented society is the construction of a life—long learning system which is featured by its freedom, convenience and intensiveness. The learning orientated society is a sustainable society which holds the aim that all its citizens can develop all—roundly, harmoniously and in a sustainable way. The construction of a learning orientated society contributes a lot in the construction of a harmonious society, is an important means to enhance our competition in the international community, is a strong power engine to achieve a sustainable development. At the same time, the thesis analyses the role that TV University's opening education plays in the learning orientated society to reveal that it is a vital means in the construction of the all—citizen, life—long learning orientated society and it provides citizens with equal opportunities of higher education which is of great significance to realize the education fairness and social fairness. On the basis of this, the thesis continues to analyses the achievements that Shandong TV University have made in its long—distance opening education. The thesis points out that since the experimental program in 1999, the registered students of opening education TV University has accounted to 60% of all the registered students in TV University in Shandong. The construction of teaching facilities continues to develop; the functions continue to be perfected. The teaching model as well as the teaching management model that meet the demand of the reality of TV University has been gradually established. Though, much has been done, there are some problems need to be tackled. For example, System do not have a strong sense, the mechanism does not live. Also, New teaching models needs to be introduced and adopted, some experimental TV Universities are not active enough and they are not creative. Also, The quality of teachers is low, the overall level is not high. Also, the quality and quantity of the teaching resource of some provincial courses can not satisfy the demand of students so great efforts have to be made.At the end of the thesis, literature review and statistic techniques are employed. The thesis attempts to provide some answers to the existing problems. Firstly, correct opinions have to be established. People need to learn more about the long—distance opening education theory and the life—long learning theory to adjust themselves to meet the demand of the society and individual education demand. Second, the revolution and innovation of teaching management should be encouraged. It is proposed that we should administer teachers and their teaching behaviors; students and their learning behaviors; teaching resources and the employment of the teaching techniques; teaching process and its steps. The proficiency of the faculty needs improving also they should have a good master of modern teaching technology. An effective learning support system should be established to improve the construction of basic facility.
