Risk Analysis Of Opening College Sports Stadiums To The Society

In 1995,the State Sports Commission issued the Notice on the Opening of Public Stadiums and Gymnasiums to the Public.Since then,public sports venues including university stadiums and gymnasiums have gradually opened up to the community,and thus the national fitness boom has gradually formed.Since the Eighteenth National Congress of the Communist Party of China,General Secretary Xi Jinping has repeatedly stressed that there can be no comprehensive well-off without the health of the whole people,and that the health of the whole people is an important basis for building a well-off society in an all-round way.In order to improve the people's physical quality and health level,the state has promulgated a number of comprehensive fitness program measures,aiming at improving the people's physical quality and living standard through the national fitness campaign.In order to meet the needs of national fitness,universities have responded to the national call to open sports venues to the public.The national fitness program has been implemented steadily,but at the same time,it also brings a series of risks.In order to better let the university sports facilities serve the public and keep the university sports facilities open to the society for a long time,this paper studies the opening risk of the university sports venues.This research takes Hefei Normal University as the research object,takes the specific characteristics of the school's stadiums as the starting point,based on the in-depth study of the opening situation of the stadiums and gymnasiums,analyzes the risks and problems of opening the university's stadiums and gymnasiums to the public,summarizes the related risks,and puts forward specific risk countermeasures.By using the methods of documentation,expert interview,case study,field investigation and logical analysis,this paper first defines the relevant concepts,discusses and combs the research of other scholars at home and abroad,then combs the general situation of stadiums and Gymnasiums in Hefei Normal University,the arrangement of management institutions,opening time and charging standards,and then opens the stadiums and gymnasiums to the society.Risk analysis,including teaching order risk,paid management risk,personal safety risk,property safety risk,environmental health risk,legal liability risk.Then,the paper summarizes theproblems existing in the opening of university sports venues to the society.In addition,it also discusses the opening of Hefei Normal University from the perspective of risk management theory.Finally,it puts forward the Countermeasures for the opening of university sports venues to the society,including strengthening the system of sports venues,talent management,strengthening marketing awareness,changing business philosophy and carrying out safety propaganda.And moral quality education,enrich business projects and enhance service awareness,formulate sound rules and regulations,improve risk control mechanism.Strengthen the fixed maintenance system of venues inspection and training equipment,and establish emergency response mechanism for emergencies.If the risk is too high and the loss is borne by the university,the university will refuse to open the stadium to the society.Therefore,the university should do a good job in risk prevention and management measures to avoid its own losses and affect normal teaching activities.Through the risk analysis of the opening of the stadiums and gymnasiums to the society in Hefei Normal University,we can find ways to reduce the risk of the opening of the stadiums and gymnasiums to the society,improve the ability of the stadiums and gymnasiums to resist the risk,realize the maximum benefit of the operation of the stadiums and gymnasiums,and guarantee the normal teaching and training activities in Colleges and universities,which can also provide reference for other colleges and universities to open...
