Study On The Management Of University Sports Facilities And The Opening Of The Society In Henan Province

With the increasing awareness of the public fitness,people's demand for the use of public sports stadiums is constantly increasing.“National Fitness Program” pointed out: colleges and universities as public institutions should bear the responsibility for the development of public sports.October 2014 issued “the State Council on to accelerate the development of the sports industry to promote sports consumption of a number of opinions” pointed out: whenever the laws and regulations do not explicitly ban into the field,should be open to the public,the public service of sports basic universal coverage.In order to promote the orderly conduct of Henan Province college sports teaching,training,open society and other sports activities,this paper take the new public service theory as the basis,using the method of literature,investigation,interview,logical analysis of Henan Province college sports venue management,operation,an open society and so on were analyzed.The research results show that: Henan Province University stadium site at the public sports teaching time of use rate of less than 50%(in outdoor basketball courts,for example),62% of students think of public sports class idle sports venues have not been fully utilized,ensure teaching environmental factors greatly limits the actual needs of sports of students.Non public physical education courses in the time period of the use of indoor sports stadium is less than 30%,especially in the morning 6:00-10:00 time,indoor stadiums idle problem is very serious.Students and social groups after class sports venues and sports facilities for the use of the gap between the larger,resulting in a larger supply and demand of university sports stadiums.Henan Province,the management of comprehensive management of the contract system has become a new development trend,some college sports venues commissioned by the third party management,and the most of the venues are the significant characteristics of the independent management.University stadiums open to the public in the process of teaching the use of daily teaching,the use of staff training,the use of social openness and the use of conflict between the three.Based on calculating venues used three of the main party of their respective interests the Henan Province University Stadium and gymnasium in the premise of ensuring the basic functions of the daily teaching,the spare time and weekends and holidays for both inside and outside the open for teachers and students in school extracurricular activities,social workers to participate in sports exercise,play an active role in the public service functions of university stadiums and gymnasiums.In addition,the leaders of colleges and universities and the management of sports venues should further improve the understanding,pay attention to the social benefits of college sports venues.Henan provincial government should formulate relevant local laws and regulations,clear the responsibility of the university sports venues open and other issues,so that they do their job.Gyms in universities should establish a specialized management mechanism,under the premise of ensuring the normal order of sports teaching,according to the different time periods are open to different people,making full use of existing stadiums,promoting economic and social benefits of the stadium.
