Review And Consider Of Chinese Sports Advanced County

With economic development and improvements day-by-day in living standards our country has established policies and measures to promote the development of sports for the people and to meet the needs of the people because the demand for sports has grown.Under the current situation there exists a wide gap of established sports facilities between the rural and urban areas.In order to promote the development of sports for the people the former National Spots Commission in 1985 decided to launch a National Advanced County in Sports title.In 2002 the State Sport General Administration abolished this program anti title. It is recognized,however,that since the counties are the basic administrative units they are also the areas for the development of grass-roots undertakings.China has a population of 1.3 billion people with 920 million people living in the counties which represents 71.6%of the total population of the country.Therefore,a good or bad job at the county level for sports will directly determine the rise and fall of sports for the whole country and will affect the whole industry of sports on a national scale.Therefore it is meaningful to aim our research on selected activities in promoting sports development in the counties.In this paper the methods employed include literature surveys, mathematical statistics,and field interviews when reviewing the background of the National Advanced County in Sports title program and its impact on the current status and the selection process of the titles given to twenty(20) cities and counties in Hunan Province and takes further consideration of the selection criteria as a whole from all aspects.Studies suggest that to create a thorough development there needs to be a mobilization at the local level of citizens for a National County Sports initiative.At the same the National County Sports initiative needs to leave the criteria of material and spiritual development to all the people at the county level.The past selection criteria,however,has provided valuable job experience for the future development of our country related to the People's Sports Department.The current situation of the counties or cities which were given the title of National Advanced County in Sports is better than those not given the title generally in the aspect of where the county party and government leaders attached importance to institutions,sports facilities,group activities and competitions,and sports publicity.But their efficiency in the use of the sports facilities was not as good as the counties or cities which did not receive the title.Also the awareness of physical training by the residents was not significantly different and the residents' satisfaction with the publicity of the sports institutions was not high in either group.There were some problems in the evaluation process which included a lack of economic indicators,lack of quantification,oversight the villages and villagers,inspection and review of the activity was not strict.Leaders at the county party and government levels assigned to the work of sports should focus on awareness.Sports fitness guidelines of sports institutions,sports facilities,group activities and competitions should not be limited to just the cities and townships and should not lose sight of the villages.The villages and villagers should also enjoy equal treatment and benefits.County sports staff personnel should be selected from the professional sports field and employ fewer untrained personnel. The central government should issue rural sport specific development goals and programs to resolve this situation.
