With the massive expansion of higher education and the rapid growth of college teachers' number in our country,and the evaluation system of college teachers has been widely concerned.The concept of competence and research results associated with human resources management,personnel psychology and human ergonomics have involved in college teachers evaluation research,and provided new theoretical basis and techniques.Research on competence of teachers has a long history,but this study does not have substantive development.There is no detailed study on different levels and structures of teachers,also on evaluation of college teachers.The existing evaluation systems of college teachers and universities have many shortcomings and defects,such as the purpose of evaluation is often used in the titles of teacher evaluation,promotion,and wages,the evaluation of content often focuses on the quantity and level of scientific research,neglecting evaluation of the capacity,attitude and pptential,particularly the long-term development and the social responsibility of college teachers should take.On the target selection,it often take the extreme choices,pure quantitative or pure qualitative evaluation.It is unable to combine qualitative and quantitative evaluation together.This study bases on competence theory,sets up a competence evaluation model and system of college teachers by using AHP.It has strong theoretical and practical significance.First of all,the article makes a review of literatures about and teachers'competence theory and model.Secondly,it analyzes the need of setting up the competence evaluation system of college teachers in accordance with the problems existing in present evolution systems.Thirdly,it analyzes the theoretical basis of setting up college teachers' competence evaluation system.Finally,the paper establishes competence evaluation system through a comprehensive analysis.The system consists of 4 primary indicators and 17 secondary ones.Personality has the biggest weight in the 4 primary indicators.And social services meet the weight of 0.577 in personality,showing the importance of college teachers' social responsibility.On the selection of evaluators,all the people around the teachers are fully considered,like their superiors,colleagues and students.The conclusions of this study have important theoretical and practical value.It provides an evaluation standard of college teachers with high performance and average performance,and a specific direction of college teachers' personal development as well.
