The reform of state-own assets management in higher learning lags behind that of the enterprises. In consideration of the considerable sum of state-own assets held by such institutions, through research into their management mechanism will presumably illuminate the path leading to the macro-study in depth of state-own properties in parallel.Most of China's higher learning institutions, are founded and funded by the government, the assets of which consist the major resources on which the institutions depend for their existence and development, and which are moreover the material bases for the renaissance of China. The past years of vast government investment has enriched the state-own assets of these institutions, but, the management of such is inefficient, resulting in heavy losses and waste. A lap with the reorientation of China's higher education from the Ivory Tower mold to the popular, the demand of the society for the right of higher education is soaring and urging for further development of it. Yet this demand can hardly be met by the institutions'lack of financial support. Many colleges and universities have run into debt, heavy debt for some of them. This state of affairs is undermining the quality of higher education, undermining the progress of China's education, and hindering the renaissance of China. This is true of Chongqing's higher education, which is an important component of china's higher educational system.The key to the resolution of this problem, in view of the current shortage of public financial support, might be to reinforce the study of management of the institutions'state-own assets, and replace the outdated system with more efficient new ones. The state-own assets of higher education need not only be governed and protected. What is more important is that they must be appropriately allocated and distributed, and put into profitable investment for of insurance and increasement of their value, thus to adapt the development of Chongqing's higher education to the need and improvement of the socialist market economy.This dissertation has made a fairly systematic research in to the management mechanism of Chongqing's higher learning assets, and extended the domain of such research: clarified the delimitation of assets, state-own assets, and state-own higher learning asserts, and defined the concept of management mechanism. It has delved into sources of the management problem from the respects of the right of possession, the right of management, the right of consumption and the right of disposal, thus offering a theoretical basis for the finding of a solution. It has made a fairly thorough analysis of the theories and methodology concerning the management of higher learning assets and drawn a sensible and reasonable conclusion. It has also put forward some feasible suggestions for the execution of the scheme. This research may probably have shed some light for further study of state-own assets of other levels of education.
