From 1979 to 2000,the turning of non-state employed teachers into state employed teachers is a major event in the history of the education of China,which not only had a significant impact on the development of China's education,but also had a major impact on economic and social development.This paper explores the historical background, policies and its process of the turning workFirst,this article explores the background of the work.From 1949 to 1977,the non-state employed teachers of China experienced a period of appearance,development, and expansion.Since 1978,the government has begun to rectify and manage the teachers, turning the non-state employed teachers into state employed teachers is an important measure.In order to develop education,the government put forward a proposal that the government should turn the non-state employed teachers into state employed teachers, which is based on the situations of elementary education and teachers,especially the situations of the non-state employed teachers.In 1979,the work began.Second,this paper elaborates the policies.From 1979 to 1994,China gradually formed a fundamental principle,that is,the government would give a basic solution to the issue of non-state employed teachers at the end of the twentieth century.Under the guidance of the principle,a series of policies and measures to non-state employed teachers were issued.Compared with the last years,the policies in 1994 were more systematic,scientific,standardized and larger-scale.Third,this article describes the process in detail.1979-1993 was a period of time to rectify non-state employed teachers,rectifying the non-state employed teachers is one of the important measures.The work started from minority nationality regions and other remote areas,then throughout the country in 1982.During this period,the State lacked a definite understanding to the policies,the local government did not pay much attention, in addition,the work focused on rectification,and the work was not standardized,so the policies ever paused.After 1994,the work finally ran onto normal route.The State made a clear decision to turn all non-state employed teachers into state employed teachers,so the period was called "digestion period".The reason why the State made the definite target was that the non-state employed teachers made a great contribution to our national education,which was approved by the State,and that the situations of large-scale turning were already ready.By 2000,the work was basically completed,which indicated that the problems concerned about non-state employed teachers were finally solved,the non-state employed teachers has become a history since then in China. Fourth,this paper comments and analyses the turning work,which not only has great significance on education development but also has great social significance. However,the turning work was an extremely complicated task,a lot of problems arose, some of which were quite serious,and remains unsolved until now.After becoming the regular teachers,they were still a very important force and the main force in the primary and secondary school for a long period of time.But the teachers who became state employed teachers from non-state employed teachers have a great need to enhance their academic credentials and to strengthen their teaching skills.The work reflects the respect,attention of the Party and the State for teachers and education.The attitude of the Party and the State was serious and conscientious.It has a great significance for the development of the rural areas of China,reform,and for the development of elementary education,and so on.But the greatest significance of the work is that the Party and the government pay great attention to the problems raised in the elementary education during the period,which enlightens us how to build the primary and secondary teacher troops and how to reform and develop the elementary education.
