The Communist Party of China has led the people of all ethnic groups to complete the great victory of poverty alleviation,and guaranteed all school-age juveniles “To Go To School”.In the new era,the national education has marched towards the new historical goal of “To School Well”.It is getting prominent that education can change people's destiny.In the process of the continuous optimization and development of national education,two problems are emerging.For one,people are eager to enjoy education with high quality and balanced equity,but it cannot be satisfied due to the shortage of high-quality education currently;for the other,although rural education is continuously growing,the development of urban and rural education is still unbalanced,especially the relatively fragile rural education.The reform on “Management Systems for Compulsory Teachers Managed by County Administration and Employed by Schools” was put forward in such an environment,which turned “School Personnel” into“System Personnel”.The two-way mobility of teachers between urban and rural areas through various employment methods in the county solves the institutional problem that it is very difficult for teachers to move between urban and rural regions,which greatly promotes the balanced development of education,and highlights the fairness of education.“Management Systems for Compulsory Teachers Managed by County Administration and Employed by Schools” is a complex and systematic policy for teacher mobility.The implementation of this policy involves various government departments,schools and teachers,and it concerns the real interests of a huge group of teachers.S County is National Deep Poverty County,adjacent to the urban section and the provincial capital city.Education resources in the urban section and the provincial capital city are abundant,with a large number of public schools,private schools and private-similar public schools.In addition to the convenient transportation in S County,it causes a severe loss of students in the county.There are many counties of convenient transportation like S County in the country.Although the county vigorously revitalizes the local education,with the continuously improvement of income level,the source of students,especially high-quality students,is constantly losing.The present paper studies the implementation of“Management Systems for Compulsory Teachers Managed by County Administration and Employed by Schools” in S County by means of both literature research and empirical research.After tracking the working situation of migrant teachers,it is found that the policy was not welcomed by the school principal and the county teachers who return to the countryside,and some principals and excellent teachers who return to countryside did not work in a very high initiative.The present paper proposes some advices to better undertake the policy based on the practical situations from the perspectives of policy,principal and teacher.There are some temporary difficulties during the reform of “Management Systems for Compulsory Teachers Managed by County Administration and Employed by Schools”,however,policy optimization is a long-term dynamic process.The main force to carry out this policy is the administrative department of education,and the policy's effect depends on the power entitled to the educational administration and principals,as well as benefits given to the teachers.
