Today's society pays more and more attention to primary school education,and the work pressure of primary school teachers is also increasing.In 2018,in order to implement the national and provincial opinions on the reform of the construction of teachers in the new era and the opinions on Further Strengthening the construction of teachers in primary and secondary schools(luzzbz {2016} No.56)issued by the general office of Shandong provincial government,we carried out the competition of fixed jobs,fixed workload,fixed responsibilities and all staff among the primary and secondary school staff in the city(hereinafter referred to as "three fixed and one employed").Let the city's teaching staff clear the number of school posts and their responsibilities,to ensure that the teaching staff can go up and down,in and out in each post,and the flow of personnel is orderly.Under the background of the implementation of the "three fixed and one employed" policy,new requirements are put forward for the quality and level of time management of teaching staff.How to complete the workload in limited time,or even ahead of time,poses new challenges to teachers' time management ability.Taking Qingdao primary school as an example,this paper studies the time value cognition,allocation and planning,monitoring and evaluation of teachers of different ages,periods,teaching years and professional titles,expounds the problems and causes of time management of primary school teachers under the "three fixed and one employed" policy,and finally summarizes the experience and puts forward suggestions.The full text is divided into four parts,the first part is the introduction.The second part is the basic overview of the survey results,and the analysis of the current situation of Qingdao primary school teachers in time value cognition,allocation and planning,monitoring and evaluation.The third part is the analysis of the causes of the current situation of Qingdao primary school teachers' time management,from a comprehensive analysis of subjective and objective factors,and puts forward strategies and methods for the current problems of Qingdao primary school teachers' time management.The fourth part is the conclusion.The purpose of this paper is to explore the new ideas of time management of primary school teachers under the background of "three fixed and one employed",so as to provide effective implementation countermeasures for teachers and schools,improve the problems of time management of primary school teachers,appropriately relieve the pressure of primary school teachers' work,and improve their professional happiness.
