With the rapid advance of urbanization construction,high-quality education resources increasingly aggregate towards urban areas,urban students continues to expand,and sparse rural development has ushered in small-scale school and small-scale class which led to the polarization of the school between the urban and the rural,market allocation of resources has been unable to sustain the daily working of primary schools in rural and remote and poor areas.In order to attract high-quality teachers to the countryside schools,the Hubei province began to establish provincial co-ordination of rural teachers to add new mechanism in 2012 and it mainly revolves around five aspects,such as teacher quatity,teacher quality,teacher structure,teacher training,techer professional development.Provincial government use the financial strength to protect teachers' salaries,while improving policy appeal.However,an education policy progress is not as imagined so smoothly,it will be affected by the external factors of policy and itself,which restricting the effectiveness of the policy.It is believed that the employed teacher policy make a direct role in the development of the employed teachers.Policy value, policy issues,policy development exert a significant influence in the rural primary school. Therefore,the development of employed teachers in the current empirical research,can develop and promote remote and rural primary schools in Hubei province.The research is divided into seven chapters, the introduction is about the basic origin of the study,research methods,research purpose,research significance,research creativities and research problems.The first chapter is to analysize the policy of employed teachers and find out its benifits and shortcoming. The second chapter mainly elaborates the theoretical foundation of the development of employed teachers.The third chapter mainly elaborates the basic situation and characteristic of the employed teachers;At the same time,it clearly points out the nine problems encountered by the empolyed teachers,such as wage problems,life problems,spouse problems,training issuses,continuing education issues, mobility issues,professional development issues,job development issues,work motivations.The fourth chapter is mainly the basic judgments.The fifth chapter mainly analyzes the reasons for the development of the employed teachers.The sixth chapter is mainly to solve the employed teachers encountered in the development of a series of problems.
