Education in the cornerstone of national development, education fair is an important social equity. Especially in building a harmonious socialist society background, education fair to promote social stability and development, as well as self-interest of members of society have a very important role. Education and social justice as a fair and harmonious development in the field of education the unique extension of education to pursue the idea of fair and regular system of the building will become of our society to protect basic fairness. Education fair is a matter of ethics, education, economic and other aspects of the comprehensive subject, but also the development of education in a hot issue. Government, as the security services of education and a fair in which managers should play a certain role and to implement the corresponding functions. However, due to the impact of various factors, the Government role in the implementation of functions to deviate, they should not control a lot, the tube did not manage well, take a lot of detours, an increase of administrative costs. Therefore, a reasonable position the role of government, the correct implementation of government functions is essential. This article is the basis of this argument and discussion. How to understand the connotation of a fair education; government intervention in the need for education; education fair in China. to achieve the status of government functions; how the Government should improve its functions and to take appropriate measures to promote the realization of China's education fair in this paper is on the main content.This paper started from the four sections on: the first part, on a fair and equitable education of the modern connotations. Whether in China or the West, the concept of fair and other related concepts such as fairness, equality and the difference between a certain link, which leads to the concept of fair and defined views. Only the first clear concept of a fair education to promote equity in education to enhance the national quality, and safeguard social equity and the maintenance of social stability and development of a significant role. The second part of the Government to intervene on the request of the elements of education.
