| Special education is one of important compositions in Socialist education sectors.With the development of education undertakings,the progress of social civilization,the problem of education right for disabled children is getting more and more apparent.While absorbing and experiencing the advanced inclusive education concepts from abroad,we are also adopting the methods to let the disabled children to study in the same class together with the students in elementary and secondary schools,followed along with the special education school as major to explore the inclusive education for the intellectual disabled children in Simao District,Pu’er City in according with the actual situation in these area.At that time,studying in the same class together with the normal students has become a major education model for the intellectual disabled children.From the point for the intellectual disabled children participating in the inclusive education,this article has explored the functions,responsibilities as well as the guarantees that government should provide legally so as to further promote the education for the intellectual disabled children in Simao District.This research is based on the knowledge of public management,sociology and pedagogy,and adopts literature research,case interview and comparative analysis to investigate and analyze the inclusive education of mentally retarded children in Simao district of Pu’er.To explore the status of government functions in the field of education for the mentally handicapped children,at the same time learn from local and overseas to improve the information on inclusive education for Simao district of Pu’er mentally retarded children in inclusive education to provide specific materials and theoretical support for the exploration of our region mentally retarded children.This paper by exploring domestic and foreign,as well as the Yunnan Pu’er City Simao mentally retarded children on the theory of inclusive education practice,which introduced the current mentally retarded children in inclusive education is mainly the problem of systems and policies,concepts,teachers,teaching,etc.,but the most critical problem is that Special education concept,management system and legislation.Only to effectively strengthen the education of children with intellectual disabilities legislation;strengthen the government functions;to ensure the implementation of the existing laws and regulations enacted;correctly and effectively handle the relationship between strong groups and vulnerable groups,1with slightest,step by step to change the traditional concept of education and attention to children with intellectual disability in inclusive education. |
