In the 21st century, what really matters is innovative talents with awareness of competitiveness and cooperation spirit. However, in our country people always stress competitive sense a lot and pay less attention to the team spirit in our elementary and high school education. With the development of the society, our elementary and high school education are facing the challenge. China begins the eighth reform of the basic education and implements the new courses in the early of the century in order to change the present situation. The central goal of the reform is to change the teaching model from imparting knowledge to guide students in learning how to learn, to cooperate, to survive, to behave themselves and pays more attention to the all-round development of students.Since the time of reform,the cooperative learning as a new theory which is full of creative thinking and actual effects has been used by many politics teachers.It has been turned out that the cooperative learning model surely has a positive side in guiding students to participate in learning,cultivating students's cooperative awareness and competitive spirit, developing their learning ability, improving their learning efficiency and cultivating their creative thinking.But there are many problems in the process of implementing cooperative learning in high school politics courses.Because there are many teachers haven't known the theory very well and they haven't mastered the means and strategies of cooperative learning, the cooperative learning is only a mere formality.Therefore,to study and formulate a cooperative learning strategy is necessary.The study to the subject is mainly divided into four parts in this article. The first part gives an overall discussion on the background of the cooperative learning, meaning, theoretical basis, points, cooperative learning itself and high school politics courses, which are all based on modern teaching theory. The second part argues that it is necessary to implement the cooperative learning in high school politics courses from these three aspects: cooperative learning meets with the need of national basic education's reform and competence-oriented education's promotion. It meets with the requirement of politics courses' reform in high schools.It is necessary for nurturing all-round development of students. The third part is guided by new courses'theory, combined with the subjects' characteristics and personal teaching and research results, elabrates the five effective strategies in high school cooperative learning from their practical performances.These five strategies are applicable strategy of education, teaching orgnization, teaching management, teaching interaction, and teaching judgement. The part four is the reflection of implementing the cooperative learning. There are five questions need to be defined. First, the conflicts between the ways of cooperative learning and teachers' qualities. Second, handle the allocation of time among mass teaching cooperative learning and self-study. Third, the actual effect of cooperative learning is based on the students' open learning. Fourth, balance the difficulty level in cooperative learning tasks. Fifth, deal with the relationship well between cooperation and competition.
