With the deep-going of the new round of basic education curriculum, the organization of classroom teaching has undergone tremendous changes, cooperative learning homeopathy goes into the people’s eyes, which has been tremendously popular among the teachers of various subject. However, In the actual process of implementation of cooperative learning, a variety of issues has appeared, making the advantages of cooperative learning can not fully play out. This paper mainly studies the problems which arises in the implementation of cooperative learning in high school, as well as to analyze the causes of the problems, and ultimately come to the optimization of cooperative learning strategies.The author mainly researched from four aspects, the first part defines the meaning of cooperative learning, and analyzes the necessity of the implementation of cooperative learning; In the second part, the author first affirmed the good results achieved by using cooperative learning in political class in high school, secondly the author mentions the existing problems in the course of implementation. Finally, the author analysis the causes of the emergence of the problems. In the third part, there are mainly some optimizing strategies proposed according to the discussion of the causes in previous part.In the final part of the conclusion, the author firstly summarizes of the content in this paper, and then puts forward some shortcomings which should be improved.
