In recent years, educational researches in primary and middle schools have been developing vigorously. Educational researches are gradually becoming an important means to improve teachers' specialty studies and to enhance the school's management level. However, there are still various unsatisfactory aspects in practical work. As a result of these issues, they will greatly weakened the quality of educational researches and effectiveness. As a place of knowledge production, dissemination and distribution of innovative, there is a plenty of explicit and implicit knowledge in schools. The ultimate goal of knowledge management in educational researches is to build an effective management system, so as to promote effective sharing, creativity and application, to ensure the smooth progress of educational researches, effectively improve teachers' professional quality and school teaching quality.Through theoretical study and practical investigation, take knowledge management theory as theoretical support, in this paper, I try to build out educational management system which in line with the actual primary and secondary education. In the course of study, I do literature research, which means reviewed and analyzed some relevant literature. I do survey research on 144 teachers by questionnaire and school administrators and teachers by some interviews. I do case study to understand and analyze a secondary school and a primary school's educational research management deeply.In this paper, based on the theory of knowledge management and management of educational researches, we discuss the necessity, feasibility and specificity to introduce knowledge management to the field of educational research. Combined with the surveys and interviews, with researches related to educational research, we summarize the problems in current management system: teacher research momentum deviation, research subjects are not closely linked with teaching, teachers are not good at knowledge learning, research process management arbitrary. Then analyze the reasons in depth from three aspects of ideas, organization and regulations, and summarize the issue is rooted in the lack of research awareness, personnel and institution-building, the complete of management of scientific research. Put forward some strategy to build research and management system for primary and secondary schools according to the causes. Take the knowledge-sharing platform as a carrier system, attach much importance to knowledge management, create a research atmosphere in ideas; standardize the process and improve the institutions and the quality of personnel in organization; establish and improve the research system, to promote knowledge-learning in system, in order to improve the research management system all-round.
