The teacher should enrich themselves continuously for lifelong learning in the 21 century as well as a role of teacher. Continuous learning is the obligatory way for teachers to enhance their abilities facing the continuous growing knowledge and the requirement for education by new curriculum evaluation reform. In China, education level being out of balance has been existed for a long time as well as lacking high quality education resources, so modern distance education training has became the right choice of continuing teacher education. The training quality is the key factor that affects continuous development of distance education training.The paper first sums up the modern distance education teacher training's connotation, advantages, disadvantages as well as current condition and development tendency of the whole modern distance education teacher training market through document analysis. After that, the theoretical basis and practice of the modern distance education teacher training's quality assurance has been explained from both of the education science perspective and management science perspective respectively. It extracts nine key factors (includes psychological factor, psychomotor factor, curriculum factor, resource factor, technology factor, teacher factor, community factor, management factor, judgment factor) that affects modern distance education teacher training by explain the process model of distance training and basic training process. Those nine factors become a quality assurance strategy model.
