Moreover, comparing with the autonomous enrollment of The United States, the study gives suggestions to improve and refine the policy. This article argues that university enrollment system is inseparable from the history of the evolution of two major factors. First, changes in admissions policies can not be separated from social, political, and economic development and education development, as well as the impact of traditional culture; second, development of education itself affects the changes of policy. In other words, evolution of university enrollment system is the consequence of the higher education's adjustment to the outer and inner environmental changes. The case of autonomous enrollment on X University shows that it has improvements on the situation of "one test set for life", extending the autonomy of universities, the evaluations of examination, diversification of selection methods and the mode of selection.
