An Analysis Of The Autonomous Enrollment Policy Of Higher Education

As beginning of the whole talent cultivation process, the higher educational enrollment is the interest point of all educational concerned sides, and any change of the enrollment system will attract much public concern. On the basis of the trial project of Jiangsu Province, the Ministry of Education approved 22 universities as trial universities in 2003. And by 2007, the number of trial universities has been up to 59. With the unified entrance exam for the higher education being kept, autonomous enrollment is a tentative probe that reflects different requirements of different higher institutions. As a significant measure of deepening the enrollment system reform, it helps the higher institutions select excellent and innovative talents, as well as expand the education autonomy. The public have heated discuss on the autonomous enrollment reform, but much of the discuss revolves the advantage and the disadvantage of the reform, or the ideal situation of the reform. Little refers to policy analysis, its practical effect and its deep roots. This study explains the background of the autonomous enrollment policy with the times characteristics of the social development of China,, checks problems of the policy itself and in its practicing process on the basis of taking hold of policy development clue, and analyze the deep roots focusing on the varied attitudes and interests of all the policy subjects including the higher institutions, the middle schools, the government and students. This study aims to fully understand the developing trend of the autonomous enrollment reform, and make any advice on theory or practice for its adjustments and improvements.The first chapter summarize the background, development and policy positioning of autonomous enrollment policy; Chapter two discuss the problems that exist of autonomous enrollment policy from the policy of autonomous enrollment and the implementation of the program itself; Chapter three use of interest policy analysis, focusing on different attitudes and pursue interests of main policy -colleges and schools government, to explore the causes of defects and errors in the implementation of policies; Chapter four is the focus of this essay, put forward the proposal of autonomous enrollment policy.
