Since the enrollment system of College Entrance Examination(also briefly called College Entrance Examination)has undergone the period of development for more than 60 years.As the main way to select outstanding talents in China,it is not only an educational system,but also an important social system.College Entrance Examination carries many social functions,such as safeguarding fairness and justice,promoting the flow of various social classes,adjusting the interests of various parts of people in society and maintaining social order.After decades of rapid development,China has experienced unbalanced development in various regions and also prominent social contradictions.There are some problems that violate the fairness of education,such as the uneven distribution of educational resources,different educational opportunities,a still single admission mechanism,and various phenomena of "the abuse of power".Great attention is being paid to College Entrance Examination by the whole society.On September 4th,2014,the State Council issued Implementation Opinions on Deepening the Reform of the Enrollment System,proposing to "explore the multiple admission mechanism based on the unified results of College Entrance Examination,Academic Proficiency Examination in high school and the reference to Comprehensive Quality Evaluation".Shanghai and Zhejiang Province have become the first areas to have a try and have introduced pilot plans for the new enrollment system of College Entrance Examination.Having entered the new historical stage of the 14 th Five-Year Plan in China,with the deepening of the comprehensive reform in the field of education,the educational system innovation and governance capacity building have been continuously strengthened."Meeting the people's yearning for higher quality and fairer education" has become the new development direction of education.This paper mainly follows the idea of "discovering problem,analyzing problem,solving problem".From the perspective of public management,based on Justice Theory by Rawls and Equal Theory of Educational Opportunities by Coleman,we analyze and summarize the fairness problems in the enrollment system of College Entrance Examination in various stages of China and take the 2014 Shanghai NewEnrollment System of College Entrance Examination as a case,in which we use the questionnaire method and the interview method to realize the fairness of the enrollment in College Entrance Examination in Shanghai,and analyze the merits and demerits and also their reasons.Finally,according to the specific national conditions of China,raise suggestions for the fairness of the enrollment system of College Entrance Examination.First,the forms of College Entrance Examination should be both unified and diversified.On the basis of unification,the enrollment system of College Entrance Examination should be reformed in various ways.The government should improve the fairness reform in independent enrollment and increase education support in remote areas.Second,the imbalance of enrollment opportunities of College Entrance Examination has been further improved.The government needs to weaken protectionism in some competitive areas,adjust the layout of resources in College Entrance Examination,and increase the compensation brought by the imbalance of College Entrance Examination mechanism.At the same time,we advocate the participation of the whole society in College Entrance Examination mechanism.For parents,they should fully protect their choice in education;for the enrollment department,they should vigorously advocate the enrollment department to actively serve students and universities,effectively guiding universities to pay attention and timely respond to the needs of citizens.
