With government administration system reform of China continues to deepen, "Building a service-oriented government" has become the main objective of our government administration reform. The basic way to achieve this goal is to change the government's own functions, as demonstrated by strengthening and improving functions of the economic regulation, market supervision. At the same time, pay more attention to functions of social management and public service. As the government special department of inspecting education, Educational Inspectorate (EI) should observe the principle above and concerned its own social influence on the public. Meanwhile, in the field of education in our country, "the education must satisfy to the people "has officially been written in the report of The seventeenth congress and been taken as a fundamental guiding ideology of educational work of all levels of our government. This will require EI to fully integrate their own practice and rely on their own professional advantage and administration authority to provide all kinds of related services for the public in order to enhance their own influence in the society. Especially for the grass-roots Educational Inspectorate (GEI), whose work is mainly in schools. In addition, from the international related experience of other countries, the strengthening of social influence is an important element in developed countries with high lever of educational inspection to improve and optimize the institution-building of GEI.From analysis of both theoretical and practical aspects, the research work on social influence of GEI in China should be mainly from three dimensions: theoretical analysis, investigate of the status and international comparisons. On this basis, we can propose a comprehensive and systematic countermeasures and proposals to improve social influence of GEI in China.With the path of the above-mentioned studies, this study firstly carry out exploration and research on the theoretical analysis Administrative development and development administration theory, new public service theory and the influence of sociological theories are three theoretical support for the research on social influence of GEI. Refer to the related research fruit of Sociology and Politics, this study attempts to build a framework to analyze social influence of GEI including the basic define, scope and area, type, mode of action, the reasons (basis) and the indicator system. And to tap into the framework of this theoretical analysis and from the view of it ought to be, we reveal the accurate define and propose that the scope and the field should help students and their parents to solve problems, the type should be explicit and non-mandatory, the mode of action are based on the indirect guiding, the basis is on expert advice, information and legal foundation.At the aspects of the status investigate, we take the EI of the city S as a case to take a survey with some research methods including questionnaire, interviews and action research. In accordance with the status of GEI in China, the study selected four indicators in the social influence indicator system to carry out investigation: awareness, the attention, credibility and participation. And we conduct the data statistical and qualitative analysis and reveal the status of GEI in our country overall: society penetration of institution is not high, the channels of the parents to know GEI are sluggish and few know the roles and functions of GEI clearly; parents have a strong attention to GEI based on concern on their children, but the ways to realize this are lacking; the authorities of public trust have not already been set up, but building strong credibility is full with the ability and the foundation; parents have a strong willingness of participating in GEI work, but the level and the existing ways of participation is not enough.In addition, this study also briefly introduces the system and practice of GEI in some countries, such as UK, Singapore and New Zealand.It is a system to propose countermeasures and suggestions on improvement and upgrading of social influence of GEI in China. So this study put forward a comprehensive countermeasures and suggestions from four aspects: the authority of the rule of law, administrative authority, professional authority and the authority of public credibility as follows: pondering and pass "educational inspection regulations", formulate and implement the system of duties and rank of inspectors, educational inspection report must be known by the public; the Government has become the subject to set up EI, EI becomes one of departments directly under the Government, keep relative independentability between EI and educational administration, vest enough right of administrative supervision and guidance, the establishment of grass-roots educational inspectors are classified as administrative establishment with adequate amount; implement inspectors qualification certificate system and optimize team personnel structure of inspectors, improve the strategies and methods of work of GEI; promote information construction of GEI and try to push forward the evaluation of social intermediary on the work of GEI.
