Education is the powerful source to support a country’s economic and political development. In the era of information explosion, education plays a quite important role in promoting the development of science and technology as well as in updating knowledge. The educational inspection system is a prerequisite for guaranteeing the overall educational quality of a country. The important role of education in various countries is to protect the orderly development of various types of education. Meanwhile, Education inspection indexes and indicators systeiof different countries can directly reflect the educational standards that to be achieved. In fact, the high effective education inspection indexes and indicators can protect the educational equityas well as the high-quality education in order to achieve the educational goals of each country. Based on the national divergences of regions and ethnic minority, the education in various countries has the differences. However, establishing a national unified education inspection index system can improve the national education quality, decrease the differences between regions, regulate the education system, and facilitate the educational quality in the poor areas so as to help the improvement of the weak schools.There is a long history in the development of British education inspection. The UK government attaches great importance to education, runs a set of the scientific inspection system with the evaluation indicators and the operational evaluation methods. In1992, OFSTED, non-governmental department, had been set up in the UK and took place the HM Inspectors of Schools. It led the educational institution serving inspectional job. At present, it has not only set up a unified national education inspection evaluation index system, but also has the rights to publish the inspectional reports, to criticize the low effective schools, and merger or close the failing schools. For20years, with the improvement of educational administration, the British education evaluation index has greatly improved.In the part of literature review,3core concepts including Education Inspection, School Evaluation and Education Evaluation Index System were defined. To refine the factors and the dimensions of evaluation index, the related theories including Evaluation Index System of Educational Inspection in the UK, School Effectiveness and educational inspection were also reviewed. In the qualitative research part, this study introduced the British educational systems and the education inspection system, analyzed the developing procession of the British education inspection evaluation index system, and emphasized the concrete contents about dimensions and indexes of the2010educational inspection evaluation index system in the UK.In the part of empirical research,261principals, teachers, experts and educational inspectors, from Liaoning province, Jiangsu province, Fujian province and Heilongjiang province, responded to the questionnaires. And then a series of research methods such as a half structured interview, questionnaire, statistic, average descriptive and so on engaged to find Chinese people’s approval to the UK evaluation index for primary and middle schools and to analyze convergence and divergence based on people’s background.There are three inspirations in this study. Firstly,"Pupils Attainment and Development" was a core index for school and inspection. Secondly," School Effectiveness" were the focus running through the Evaluation Index System of Educational Inspection. Thirdly,"Cooperation with External Agent to had Communication" was beneficial to improve the school management effectiveness.
