The integrated evaluation system for undergraduate recruitment of American top universities is the object of this study. After a systematic introduction of this system based on an extensive literature review according to plenty of literal material, which includes its working mode of admission, the deciding process, theoretical basis, the author concludes that there are scientific approaches underlying the integrated evaluation systems for undergraduate recruitment of American top universities, however it is still hard for the system to account for social justice.With the comparison between the histories of American college admission system and Chinese Imperial Examination System to College Entrance Examination, it's found that since the idea that equity in education should be attained in American society until 1960s, college admission system need not transfer its role to keep education justice, which means that the system does not have to sacrifice its validity to improve its reliability. On the other hand, Social Right-maintenance System is highly developed in America with the influences of strong right-maintenance awareness of people and other historical factors. And the Social Right-maintenance System keeps a fair environment for the integrated evaluation system of highly-selective colleges.With the analysis of social foundations of the integrated recruitment system of American top universities, the dissertation puts forward a hypothesis that society should share the responsibility of maintaining educational equity. When Social Right-maintenance System, which mainly includes law system, can not function well, college admission system has to develop a mechanism to exclude the factors prone to cause unfairness. So, perfecting the Social Right-maintenance system is one of the preconditions to take the breakthrough from examination to evaluation.Implications for the transformation of the College Entrance Examinations include: 1. Gradually, every kind of higher education institutions in China should recruit with integrated evaluation approaches, with a pace suitable to their own characteristics. 2. What level of integrated evaluation could higher education institutions take depends on the powerfulness of the Social Right-maintenance system. 3. Higher education institutions and secondary schools need to contact and cooperate more closely if they want to have a high quality of integrated evaluation. 4. Higher education institutions and secondary schools should focus on propagation of the integrated evaluation. 5. It is unreasonable to give rigid demands to highly arbitrary indicators, excluding examination score. 6. Discrimination index of test items should be reduced gradually. 7. Develop and perfect the Information Publishing System of the College Entrance Examinations, advance the rigidity of the information publishing process, issue related laws and rules, take advantage of the public supervision of media and people.
