This paper concentrates on the fairness of college entrance examination (CEE) recruitment. It is mainly a theoretical research with literature study, case study, and empirical study. Based on the fairness of education theory, this paper takes fairness as the logical beginning and CEE recruitment as the research object to analyze the fairness problems existing in the present CEE recruitment from the aspects of recruitment principle, procedure and operation. Then the paper proposes the reforming plan about how to construct a fair CEE recruitment system, and advocates a systematic reform from recruitment principle and procedure. At the end of this paper, it makes an empirical research on the recruitment situation of Peking University and Tsinghua University in recent years and recruitment plan in 2006 to confirm the major points.The result of the research indicates that:Ⅰ. The current principle and procedure of CEE recruitment are unfair in some extent, thus influence passive on the fairness of the result of CEE recruitment.Ⅱ.On the aspect of recruitment principle, we must implement the ability principle and establish uniform recruitment standard in the whole nation in order to guarantee the nationwide fairness and realize original intention of CEE— choose the best applicants. Meanwhile, we must carry out the compensation principle for the weak community in order to reduce the educational, economical, social disparity among different areas or between city and countryside, and to make the fairness of CEE recruitment as a just fairness.Ⅲ. On the aspect of recruitment procedure and the operation, we need to alleviate on asymmetry information in the recruitment process, consummate the system of how to fill in the wish, and strengthen omni-directional supervision to the recruitment process.The main conclusions resulted from the paper need to be further investigated, and this paper is only a preliminary exploration for future research.
