A Study On Present Situations, Problems And Countermeasures Of The Socialization Reform Of College Logistics

The socialization reform of college logistics is an important part of the reform of colleges and universities. The aim of this innovation was to overcome the bottlenecks of the college development and accelerate the development of higher education. Socialization reform of college logistics, starting in 1999, has achieved remarkable progress, and has initially broken a road for the transition of logistic service under planned economy to logistic service adapting to market economy, which has effectively accelerated the development of higher education. In recent years, however, there has been little voice concerning logistic service reform. Contradictions and problems have gradually increased, and the innovation has been more difficult. Thus, it is very important to analysis recent problems and to find methods to solve these difficult, and then advanced the development of the socialization reform.In this paper, the historical background, objectives, principles and achievements of logistic socialization reform has been introduced. Three different reform models of public universities in Suzhou, Shanghai and Nanjing has been compared and analyzed. Under the three models, a common problem is the imbalances between social benefit and economic benefit, which is the biggest handicap on the way of the logistic socialization reform. The participants of this innovation are government, schools and logistics. Different goals, jumbled relationships and unclear responsibilities among them are the main reasons, which hindered the development of logistics. The methods to resolve these problems are unifying objectives, determining responsibilities and making clear relationships of the three participants.Government should continue to play a leading role in making policies and supervision system. Colleges and universities should actively promote the logistic socialization reform, change administrative functions to management functions, perform supervise duties. Logistics entity should establish a modern enterprise system, scientific management, self-regulation and improve their strength, enhance the market competitiveness.
