University Logistics Reform Difficulties And Countermeasures

That the suggestion of the logistic socialization in the institutions of higher learning was given is just because of the contradiction between the logistic management system drop behind in the planned economy system and the need of market economy system and developing higher education. As one important part of interior management system of institutions, logistic socialization in the institutions of higher learning means that the service of logistic will be added into the socialism market economy system, and logistic service system which is guided by the government and charged with society and seasoned with the need of institutions will be founded.There are three purposes of logistic socialization in the institutions of higher learning. Firstly, logistic socialization in the institutions of higher learning can let institutions concentrate their conditions to run the campuses. Secondly, logistic socialization in the institutions of higher can realize both social benefit and economic benefit and help higher education fit the requirement of market economy law. Thirdly, logistic socialization in the institutions of higher can insure the realization of logistic department' benefit. There exist some modes in the course of logistic socialization in the institutions of higher learning: diversification mode, checking the cost mode, capability management mode. According to the actuality, difficulty and countermeasure of logistic socialization in the institutions of higher learning, this paper involves four parts.In the first part, the author analyzes the theory of logistic socialization in the institutions of higher learning: explaining the connotation and the golden rules of logistic socialization; construing the background that resolving the malpractices of planned economy system and fitting the need of the development of market economy; summarizing the modes and achievements of logistic socialization in the institutions of higher learning.In the second part, the situation of logistic socialization in one keystone university in Shanghai is cited as the example. The author analyzes the difficulties inthe course of logistic socialization, which include: the imparity between the two sides of the contract; the lower developing level of the third industry that can not afford the excellent service; system construction matching the development of logistic socialization badly; some employees' dissatisfaction; no full checking of cost. The author also induces the obstacles of logistic socialization in the institutions of higher learning at large.In the third part, after analyzing the achievements of logistic socialization in the institutions of higher learning of the developed countries and area, such as American mode of diversity logistic; French mode of CNOUS; German mode of LSC; England mode of discrepancy and Taiwan mode, the author sums up the experiences and revelation of those modes.In the fourth parts, in allusion to the developing level of economy and education project of our country, the author talks about the countermeasures of logistic socialization in the institutions of higher learning: constituting the modern corporation system; reforming the logistic financial system; optimizing the human resource and renovating the assign system.
