The Study Of Government Functions In The Construction Of New Logistic System Of Colleges And Universities

Logistics of colleges and universities is the foundation and guarantee of steady development of higher education in China. Government's enhancement of the socialization reform of logistics is an important approach that going with the current of time and fulfilling the development needs of higher education. In recent years, scholars in China have initiated active research in different levels and aspects concerning the theory of logistic socialization reform of higher education and many innovative achievements have been made, positive experience has been got in the application of this theory, as well. The success of preliminary exploration of socialization reformation changed the management mode and operating mechanism of logistics, and enhanced its efficiency, quality of service and supporting capacity. The clear goal of logistic socialization reform of colleges and universities is to establish a new type of logistic system that is in accordance with the development of higher education and the socialist market economy system. The definition of new type of logistic system of colleges and universities by the scholars is: a logistic system that enhances the transformation of school-running and efficiency of school management, a system that is to achieve the market allocation of logistic resources and socialized services.In a speech made by Yuan Guiren, minister of ministry of education, in the 20th anniversary of Logistics Management Branch of the Chinese Association of Higher Education, he proposed basic framework of logistic system, a system that provide service by the market, chosen by colleges and universities, macro-controlled by government, self-disciplined by industry specifications and regulated by functional authorities. It is a framework that is in accordance with the current conditions of China, of the greatest benefit to the development of higher education and is in accordance with the socialist market economy. As one of the subjects of the construction of new type of logistic system of colleges and universities, government has to play an important role in co-ordination. It should accelerate the transformation of the functions of education administrative department, and perform functions in economic regulation, market supervision, social management and public services and provide policy and legal support for the construction of the system.The analysis of the thesis will focus on the functions of government in the construction of new type of logistic system. It integrates the government role and logistic system and tries to solve the puzzle of reformation with the combination of theory and application. It studies the logistic system of colleges and universities in the perspective of the transformation of government functions, the construction of service-oriented government, the omission and dislocation of government in its market supervision, public service and social administration. So that the government can perform its function in an active and scientific way and can provide service and guarantee for the socialization reformation of logistics.The thesis studies government's function in the logistic system of colleges and universities in China and offer proposals for the performance of macro-control function with a view to enhancing the socialization reformation. By arranging and summarizing the related theories and experience of logistic reformation, and by analyzing the existing problems of government function, the thesis studies the problems of transformation of government functions, policy support and legal guarantee in the construction of new type of logistic system. Political science, science of administration, economics and science of educational management are involved in this thesis. Empirical studies like documentary study, survey method, comparison analysis and systematic analysis are performed in order to achieve greater scientificity, pertinency, applicability and practicality.The thesis consists of five chapters.Chapter one introduces the theoretical and practical significance of the government in the construction of new type of logistic system, and summarizes the logistic system studies. It also introduces the research method, and innovations of the thesis.Chapter two introduces the relationship between new type of logistic system and the government function. It includes connotation of the new type of logistic system, the background analysis and the conditions and principles of its construction. And the summary of government functions, the elaboration of the transformation of government functions and construction of service–oriented government.Chapter three is the theoretical study of the government functions in the logistic system, which includes the relation between government and market in the logistic system and the allocation of government functions in the system.Chapter four introduces the existing problems of the government in the construction of the system. It proposed the main problems of government in its function performance and its causations according to the current function performance of in the system.Chapter five introduces effective ways of role-performing of government in the construction of the system, which is the body of the thesis. It studies the functions government should perform in the construction of logistic system by relating it to issues of the transformation of government functions, the building of service-oriented government on the basis of logistic operating system of foreign colleges.The conclusion elaborates the findings of the thesis and its significance in the relating field.
