The implement of new courses is a great challenge to the teachers in high schools, especially to the traditional role of the teachers who give lessons in Mongolian in high schools. Guided by the pedagogy, educational psychology, history course and educational theory, using the research achievement of teachers' quality and the cases under the background of educational reform and new course reform, the article, combining the survey of the present situation of the history teachers' qualities who give lessons in Mongolian in Hing-An Aimag, discusses what kinds of qualities the teachers in high schools should satisfy, and the effective ways and advices how to improve it.The article is divided into five parts:First, talking about the research background, aim, practical significance, method and present research; Second, presenting the definition of teachers' quality, character and the qualities high school teachers should have under the background of new course reform; Third, completing the findings report investigating the present situation of the teachers' qualities who teach history in Mongolian in Hing-An Aimag; Forth, on the base of investigation, putting forward the main quality problems and its reasons existing among the high school history teachers who give lessons in Mongolian in Hing-An Aimag;Last, raising effective ways and reasonable advises how to improve the high school history teachers' qualities according to the actual situation of district and school.Aiming at establishing scientific and perfect structural system in order to really improve the high school history teachers' qualities who give lessons in Mongolian ; let them fit in with the needs of new development and new course reform; improve the history education in Mongolian and the qualities of national education; train the national qualified personnel with high quality and creative consciousness, the article researches the reform of basic educational courses and the qualities of high school history teachers who give lessons in Mongolian.
