The current non-educational phenomenon that exists in primary and secondary schools refers to the phenomenon of teaching practice in primary and secondary education in the objective existence of a violation of education law, being short of ideological content or no strong phenomenon of ideological content. Its existence has affected the school and the teacher in the student and in the guardian mind status and the image, but also greatly reduces the efficiency of school education, and hindered the development of the quality of the education reform. In today's school education and teaching practice, it has too many non-educational phenomena. It appears with many pedagogical activities' representation, and is actually having the bad influence on student's body and mind.Non-educational phenomenon in nature are anti-educational, in the form with the hidden nature, have a profound impact on and long-term, have mixed up the contents and characteristics of the result of a destructive nature. Exploring the phenomenon of primary and secondary education is the new era of quality education in primary and secondary schools curriculum reform and development needs; is the requirement of the healthy development of primary and secondary schools; is the achievement of the goals of school education required.Some typical non-educational phenomena exist in current primary and secondary schools including scores supremacy, the only score theory, the rate of one-sided pursuit of studies exam-oriented education, dishonest acts of schools in education and teaching, inappropriate punishments to students, unfair phenomena in school education, utilitarian thought in teachers and the growing superstition in schools. Non-educational phenomenon has come into the mainstream education in schools. To a certain extent, it has impacted even damaged the nature of meaning and significance in education. It not only deviates from the "people-oriented" education purposes, but also causes the confusion of student thought, affects on student development in all round way and does harm to students' physical and mental health. It has counter-balanced the school education achievement to a great extent and even only makes the results of education transformation towards the opposite direction.Traditional exam-oriented education ideas, wrong ways of running schools, shortages of teacher ability, non-scientific evaluation in teaching and wrong ways of the evaluation of the education system in society are causes of non-educational phenomenon. School should be good at setting up a long-term mechanism, on the one hand, strengthen the teacher moral habits construction, and improve the quality of education in the idea; on the other hand, education is necessary to regulate behavior, and strive to enhance the management level of education; Third, uphold the "people-oriented", and constantly update educational concept; Fourth, change education teaching appraisal system. Put education for all-around development into practice all round. Fifth, govern education according to the law. Set up a perfect criticism of acts of non-educational supervision system, through its own efforts to eliminate the occurrence of non-educational situation.
