The implementation of Modern Distant Education in Rural Elementary andMiddle schools (MDEREMS) builds a transmission channel of knowledge andinformation for urban and rural regions, and it has set up a network of distanteducation in rural areas, so that the initial primary and secondary schools canconstruct an educational environment of information technology. The MDEREMSaims at providing rural areas with advanced teaching resources, improving the qualityof rural education, and promoting the balance development of urban and ruraleducation. But meanwhile only through application, can achieve this goal. Itsapplication is not a simple process,it depends on who is going to apply to thepromotion of rural teachers in educational technology development. This study first ofall, through a questionnaire survey, interviews and other research methods, much ofthe MDEREMS application of educational technology for the teachers in the ruralareas,the ability to investigate the status of research, analysis summed up theapplication of the MDEREMS teachers in rural areas to develop the technicalcapacity of the main problems. Second, based on the analysis of the demand in theprocess of the application of the MDEREMS in rural primary and secondary schoolteachers, and on the development of technological capabilities, this paper tries to putforward corresponding development strategies.Its content is divided into six chapters.The first chapter is on the subject of the research background, content, researchmethods and research aims.The second Chapter defines by studying the capacity of teachers in educationaltechnology-related concepts, both at home and abroad to study the capacity ofteachers in educational technology research to explore the technical capabilities of theteacher's education professional development in rural areas and the role of meaningand studied the application of Teacher Education in the development of technologicalcapabilities related to the theoretical basis.The third Chapter, through a questionnaire survey, interviews, analysis of thefarmers in rural areas far from the application of the capacity of teachers to the statusof educational technology, summed up one of the main problems, analyze the causesof the problem.The fourth Chapter discusses the primary and secondary school teachers in ruralareas of educational technology capacity development needs analysis.The fifth Chapter, try to put forward to promote education in rural primary andsecondary school teachers of technical capacity development strategy.The sixth Chapter summarizes the entire study as the research findings, the studypointes out those insufficient and further efforts.The final conclusions:1. The fundamental approach for the deep application of MDEREMS is toimprove the level of technological capability for the teachers in rural areas .2. The application of MDEREMS in rural areas should follow the rule of development, laws.3. This survey shows in the process of the application of MDEREMS, the abilityof rural teachers has developed.4. From the application of MDEREMS and technical capacity development ofteachers in rural regions,which should follow rules of technological capabilitydevelopment, and strategies. Exploring effective ways to train teachers in rural areasis the key task. We should:(1) Focus on training needs and training objectives clearly. In the process oftraining , actual needs of the training object should be given priority to, according tothe needs and the actual situation in the development of practical training aims andtraining programs(2) Optimize the training at different levels, strategies of effective training.(3) Strength training at the county level. "County" in the "connecting" is animportant position, strengthing the county level, the establishment of county-based "MDEREMS," the application of the support services system, the training should savecosts and improve training effectiveness. In particular, remote rural school teachers ina variety of training is very beneficial to everyone.
