The phenomenon of school-chasing is a strongly debating hot spot in education field in China and it has been a social focus. With intensification of the school-chasing problem. There are different kind of opinions, ardent controversies in all kind of works. Because of the school-chasing ,it causes a series of terms such as the fighting for student resource, school-chasing by power in office and money, leading great inclinations to interest in intermediate and primary education and its high tuition. This fact destroys the principle of equal educational rights and its characterization which has been established as public service. And it debases the education quality and is greatly opposed by the public. It worsen developing surroundings of education.Analyzing the background and reason of school-chasing thoroughly and locating feasible countermeasure resolve the school-chasing problem. It has been put on imperious demand of all grades of government to implement.Looking for an effective solution is a responsibility one which can not relinquish for each educationalist. What happened to education? Where's the sticking point of school-chasing? What does it can be done for academia field on education from both policy and practice to analyze the problem, clear up the right and wrong, realize correctly, evaluate and leading school-chasing. As a educationalist, a member of school-chasing housemasters, I'm worried about the children if they can grow up happily and I would like to try my best for their happiness for life. This is a starting point for the study of this social problem.The thesis is based on items about BaoTou city as an example. A investigation has been made on the current situation of school-chasing and make a research on it. It is spontaneous school-chasing phenomenon and a result of the interaction of educational system, economic development and the odds of high-quality education resources among the school for long term. The competition led by school-chasing is considered as one of the basic reasons of the existence of examination-oriented education. It makes a heavy burden.As to the problem of school-chasing, BaoTou Municipal Government has taken some measure. But the process of narrowing the difference between schools is quite low, the contradiction of school choosing students still exist.The paper insists on that simple ban on school-chasing in our country is not reasonable and almost is impossible, the construction of effective system is the best way to deal with it. If the government fails to focus on the distribution of education resources, balance of school hardware and software, even more investment cannot solve the problem. In order to solve the problem of school-chasing utterly and make the parents be willing to send their children to study in the school near home in accordance with the requirements of Compulsory Education Law, the Education administration cannot succeed by itself. This needs all levels of party committees and governments to plan together and implement in good faith.Firstly all public high school and primary school in one area of compulsory education of a city or a district should be combined together under the administration of one level of government. Schools and teaching staff in one area of compulsory education of a city or a district should be arranged and managed through overall planning. The salary and welfare of teachers should be supported by one level of government. This is the premise of realizing exchange of teaching resources.Secondly, the government should increase education investment and establish strict guarantee mechanism of education investment to solve the existed problem of insufficiency of education expenditure.Thirdly, the quality of teaching resources should be elevated. The recruitment of teachers should be strictly regulated to improve the ability of teachers. The recruitment of public teachers should be organized by the government under overall planning and strict recruitment procedures, in order to realize impartiality, publicity and equality and solve the problem of random recruitment existing in many places. The system of competing elevation and regular training of headmasters should be established in order to improve the ability of headmasters.Fourthly, Private Education Promotion Law should be seriously implemented. The government should encourage the establishment of private education and provide assistance to the private schools to improve education quality. This can satisfy pluralistic requirement for education industry in different economic conditions and enlighten the pressure of government.The principles above can be summarized as financing administration, exchange of teaching resources, hardware balance and private school encouragement. In order to solve the problem of school-chasing, we must strengthen the idea of education equality and refute the arguments that education industry is low-profited, exchange of teaching resources is not consistent with our national conditions school-chasing can add values to state properties, education balance is equalitarianism and so on.
