Equality of rights is well considered as the foundation of stable society and harmonious society. Equal educational rights of citizenship are one of the basic principles of the Constitution, Education Law and Compulsory Education Law. All levels of governments have the duty to realize basic equality in enjoying equal educational rights of citizenship.On the contrary, we cannot neglect the general fact that school-chasing and its high tuition happen in the cities. This fact destroys the principle of equal educational rights and debases the education quality and is greatly opposed by the public.The problem of school-chasing can be found both in cities and countryside, while mainly in cities. This more and more severe fact of school-chasing lead great inclinations to interest in intermediate and primary education which should have been established as public service.It is no doubt that examination-oriented education is related with education idea. But the competition lead by school-chasing is considered as one of the basic reasons of the existence of examination-oriented education. In the context of examination-oriented education, all things except marks are inferior. Abnormal intellectual education is attached importance by the schools and teachers. Getting a good mark is the only focus of them. Moral education, physical education and art education are neglected, which greatly influences the all-round progress and harmonious growing-up of children; in the context of examination-oriented education, students have to undertake greatly heavy burden of study and suffer great harm in spiritual and physical growing-up. The interest to explore the world of the children is oppressed, making the children cannot enjoy the happiness of study and setting a block on the way of elevation of education quality. Examination-oriented education also makes the teachers undertake over burdens and suffer mental health problems. The teachers are tired from teaching big class. Teaching is no longer a fun but a heavy spiritual burden.School-chasing is mainly because serious imbalance in the distribution of education resources. If the government fails to focus on the distribution of education resources, balance of school hardware and software, even more investment cannot solve the problem of school-chasing. The ways such as computer decision cannot solve the problem utterly, even temporarily. In order to solve the problem of school-chasing utterly and make the parents be willing to send their children to study in the schools near home in accordance with the requirements of Compulsory Education Law, the Education administration cannot succeed by itself. This needs all levels of party committees and governments to plan together and implement in good faith.First, all public high schools and primary schools in one area of compulsory education of a city or a district should be combined together under the administration of one level of government. Schools and teaching staff in one area of compulsory education of a city or a district should be arranged and managed through overall planning. The salary and welfare of teachers should be supported by one level of government (county level is appropriate). This is the premise of realizing exchange of teaching resources.Second, the government should increase education investment and establish strict guarantee mechanism of education investment to solve the existed problem of insufficiency of education expenditure. Third, the quality of teaching resources should be elevated. The recruitment of teachers should be strictly regulated to improve the ability of teachers. The recruitment of public teachers should be organized by the government under overall planning and strict recruitment procedures, in order to realize impartiality, publicity and equality and solve the problem of random recruitment existing in many places. The system of competing elevation and regular training of headmasters should be established in order to improve the ability of headmasters.Fourth, Private Education Promotion Law should be seriously implemented. The government should encourage the establishment of private education and provide assistance to the private schools to improve education quality. This can satisfy pluralistic requirement for education industry in different economic conditions and enlighten the pressure of government.The principles above can be summarized as financing administration, exchange of teaching resources, hardware balance and private school encouragement. In order to solve the problem of school-chasing, we must strengthen the idea of education equality and refute the arguments that education industry is low-profited, exchange of teaching resources is not consistent with our national conditions, school-chasing can add values to state properties, education balance is equalitarianism and so on.
