In our opinion, the above variable is only an indicator of the former condition and don't reflect the development of China's rural social security in recent years. The level must be underestimated on the condition of the rapid development in recent years. So, we make an index system to measure the level of rural social security and get an evaluation model using the principal components comprehensive evaluation methods with important weights. Then, we use the data in recent years to evaluate the level of rural social security in China and compare the level of the rural social security in different areas in china. At last, we use Structural Equation Model to investigate the impact of the level of rural social security on rural consumption and rural poverty.The text makes six main conclusions: Firstly, the coverage of rural social security, including attending coverage and paying coverage have a marked effect on the level of social security and must be taken into account. Secondly, China already has the ability to establish rural social security system, but it has great difficulty to establish the same level of the unified social security system in China's. Thirdly, China's rural medical security level and lowest life guarantee make rapid progress, but the development of the rural old-age security level is relatively slow. Fourthly, the order of the rural social security accords with the order of economic development, but the areas such as Shanxi, Jiangxi and Henan, develop relatively quickly. The level of these areas is far more than other similar areas, even more than the second category of economic development. Fifthly, the level of rural medical security can greatly promote the growth of consumption in rural areas. If rural medical security level increases one unit, the level of the rural consumption will raise 0.25 units. The level of lowest life guarantee has an effect on reducing rural poverty Level. If the level of lowest life guarantee increases one unit, the level of rural poverty will decline 0.672 units. Sixthly, the development of the rural old-age security can reduce rural poverty level, but it will reduce the rural consumption in short term. The improvement of lowest life guarantee can promote the growth of consumption in short term.
