With the urbanization process in China, people are enjoying the fruits of urbanization while there are many problems of urban development. Result of urban development have appeared contradictory--- economic development, improve the well-being without. "To enhance well-being, building a happy city" has become a pragmatic governance police. Building a happy city is increasingly being endorsed across the country have begun to join the actual operations.In this paper, in order to evaluate the happy city as the research object, drawing the mature customer satisfaction theory, combined with the characteristics of urban public services, through the analysis of various factors affecting the well-being of the residents, the city to build a happy satisfaction model, empirical research, and the satisfaction survey methods into the city’s well-being evaluation, with a view to building a happy city offers suggestions to establish a "resident satisfaction" oriented mode of operation.First, based on the well-being of urban theory, from the perspective of different points of the city’s well-being and happiness connotation city to city happiness elaborated happy city.
