The application of information technology in basic education, is helpful for changing education idea,change teaching methods, improving the quality of education, at the same time to promote students' effective learning and cultivating innovative talents. To enhance the level of the ICT of elementary education in china,provinces and cities have responded to an appeal by the state, start such as "Classes Access to ICTs, complete coverage of the digital teaching resources "project, at the same time to formulate the corresponding informatization planning to promote the development of elementary education modernization. For decades, the ICT of elementary education in our country has made rapid development and progress. But there is no denying that there is large difference of infrastructure construction, large difference of school development of all types and at all levels. So, how to make scientific education informatization development plan? how to reasonably allocate the informationization teaching resources? in order to further promote the development of the ICT of elementary education. Comprehensive assessment is the key to solve the above problems effectively.In order to set up the evaluation index system of the ICT of elementary education,the study had been established relying on "The National Education Information Strategic Research Base",taking the X area of Guangdong Province as an example, using a variety of methods, based on empirical research data, the evaluation model is constructed to make a scientific and comprehensive evaluation of the current situation of the ICT of elementary education in this area. The main contents of this paper are as follows:(1) Constructing the evaluation index system of the ICT of elementary education.Based on the literature both here and abroad,combined with China's Ministry of education proposed the ICT of education index system, after discussion several rounds of expert meetings, to select the indicators, and ultimately determine the evaluation index system of the ICT of elementary education in the region.(2) An empirical study on the development of the ICT of elementary education in the area. According to the development of the evaluation indicators, the preparation of the"primary and secondary schools in Guangdong province X information technology research questionnaire" ,divided into school administrators and teachers volume, select the primary and secondary schools in the field investigation, data recovery.(3) Constructing the evaluation model of the application level of the ICT of elementary education. First, exploratory factor analysis was used to screen the first grade index. Secondly, the structural equation modeling method is used to construct the evaluation model of the basic education informatization application level in the area.(4) Empirical evaluation of the development of the ICT of elementary education in the region. The basic descriptive statistics of school administrators and teachers questionnaire analysis, and then according to the model, the empirical analysis method to evaluate differences in all types of schools at all levels in the region and in various disciplines of basic educational informatization differences by. Trend analysis to predict the development trend of the ICT of elementary education in Guangdong.(5) Suggestions on the development of the ICT of elementary education in this area are put forward. In view of the above evaluation results, this paper analyzes the problems existing in the process of the development of the ICT of elementary education in the region, and then predicts the development goals of the informatization in the area.
