Technology globalization is the driving force of the development of knowledge economy society as well as its most important character,however, talented persons are the carrier of technology, and they are the nucleus of technology globalization.How to attract, gather and manage the talented person scientifically to let them exert their talent and function fully is becoming a significant problem of modernization construction.Firstly,this paper made a brief summarization of the connotation and character of scientists and technicians and their management.Scientists and technicians refer to people of morality,technological talent and special skills.They,which have the character of creative and researching,time spirit and sociality, individual and cooperative , master knowledge or production skills and make significant contributions to the society.The scientists and technicians management, which have the character of mobility, flexibility and dynamic,refers to their raising,using,evaluating and prompting and so on.Secondly,the paper analyzed the development of technology globalization,the significant features and the influence on the management of scientists and technicians.
